"I first met David Ratowitz in early 1994 when he was assigned to me as my officer serving in the U.S. Army at Fort Bragg, N.C. During those times, we spent many exhausting hours together conducting training and deployments up to and including combat operations in Haiti. It was during those times that I came to know and respect David (then Lt. Ratowitz) not just for his outstanding leadership but for his genuine care and concern for the mission and those he served with. His "can do” attitude, lead from the front, ability to analyze any given situation and quickly develop a course of action, as well as his sense of humor, not only motivated but inspired those he served with even under extremely difficult conditions. These traits earned David the respect of not only his subordinates but peers and seniors alike. Truly, he is one of the finest officers and individuals I had the honor and privilege to serve with during my 24 years of service. David not only has the integrity, honor and discipline to serve the 5th District, but the intestinal fortitude needed in these times to do what is right."
